Life path

In 1957 he graduated from the Moscow Institute of Non-Ferrous Metals and Gold.

In 1964, he defended his Candidate and in 1971, his Doctor of Sciences dissertations.

A Professor of Economics and Academician of the National Academy of Sciences of the Republic of Kazakhstan.

Honored as a Distinguished Figure of Science and awarded the Chokan Valikhanov Prize.

He began his professional career in 1958 at the Institute of Economics of the National Academy of Sciences.

From 1980 to 1994, he was the Head of the Council for the Study of Productive Forces of the National Academy of Sciences where under his scientific leadership, the following were developed: the State Program for the Preservation of the Aral Sea and Restoration of the Ecological Balance in the Aral Region; Balkhash, the Republican Program for improving the environmental situation and socio-economic development of the Ili–Balkhash region; the Project for the Protection of National Economic Facilities and Settlements in the Coastal Zone of the Caspian Sea; the Comprehensive Forecast for the Scientific, Technological, and Socio-Economic Development of Kazakhstan through 2015, and others.

Since 1996, he led the Institute of Social Economics and Finance.

He founded several scientific schools in areas including: investment efficiency; science and economics of science; the development of the monetary and financial system in the context of globalization; socially harmonious economy, and others.

Since 2013, he held the copyright to the scientific work «Қоғам мен экономика (әлемдік парадигма)».

In 2014, he was awarded a Diploma of Discovery for the scientific discovery of the “Law of Socio-Economic Harmony”.

Between 1990 and 1995, he was elected a Deputy of the Supreme Council of the Republic of Kazakhstan, where he chaired the Finance, Budget, and Banking Committee, and was a member of the Coordinating Council of the Supreme Council.

He represented Kazakhstan as Deputy Chairman of the Council of Republics of the Supreme Council of the USSR.

He served on the Standing Committee of the Interparliamentary Assembly of CIS Member States.

Academician Baimuratov played an active role in shaping modern Kazakh statehood, contributing to the drafting and adoption of the Declaration of Sovereignty of Kazakhstan, the country’s first Constitution, the Tax and Customs Codes, the Laws on Property, the National Bank, Banks and Banking Activity, and many other laws. He also participated in developing the first government programs for transitioning to a market economy.

As early as 1990, he proposed and published the idea of the “Triad” about Kazakhstan’s sovereignty, the transition to a market economy, and the introduction of a national currency, the tenge.

For many years, he served as the President of the Union of Scientific and Engineering Associations of Kazakhstan. He was a member of both the Union of Journalists and the Union of Scientists of Kazakhstan, headed and participated in numerous scientific councils and editorial boards, and served on the International Council of the journal Economy of the Region and the International Scientific and Practical Journal Audit.
